The winner (of the dollar prize) was chosen by lot from the solutions received from Jerry Callahan, Tracy Thatcher, José Yu, Nathan Pauli, Paul Leisher, Rob Baier. Solutions were also received from Tim Kelley, E. Kevin Crowell, Brian Laughlin, Anna Echavarri, Burkart Venzke, Robert McQuaid, Dane Brooks, Dakota Blair, Thomas Teo, Nick Trobetta.


This one was difficult for me to judge.  I received a large number of responses and discovered that it's possible to argue fairly convincingly for either of the two towns.

However, I favor sending the troops to Westchester.  An analysis of probabilities shows that it is more likely that the letters EST would be found in the name of the town of Chester.  However, most of the possible combinations of letters would uniquely identify one town.  Among those combinations that are ambiguous, the town of Westchester has the higher likelyhood.
