Further solutions were submitted by Scott Powell, Alexey Vorobyov, Philippe Fondanaiche. 


Four points which work are (0,-1), (1,b-1), (-b,0), (1-b,b).  You can reflect these points through either of the lines x = 1/2 or y = b/2 to get three additional solutions.

Many people (correctly) showed that, unless b = 1, no such points can be found if they are required to lie in the "interior" of the quadrilateral determined by the lines.  However, that restriction is warranted.
